In addition to co-operation projects on the ground, the Azahar
Programme pursues its aims via a major annual programme of
advanced seminars, organised by Spanish institutions and bodies
with acknowledged experience in their field.
In general terms, these seminars target between 20 and 25
experts and professionals, basically from public institutions or
Ministries in Maghreb, Middle Eastern and South-East European
countries. The attendance of a limited number of Spanish
participants is also promoted.
They are designed to deal with specific questions in the Azahar
Programme’s areas of action, affecting the region as a whole and
focused on Mediterranean experiences, and placed in perspective
as part of development co-operation. A link is also sought
between the subject-matter of the seminars and co-operation
projects in progress on the ground.

These specialised seminars, eminently practical and applied to
the context of southern and eastern Mediterranean countries,
promote the active involvement of those present, combining
theoretical elements with case-studies and the exchange of
experiences with the organisation of round tables, debates and
the presentation of the lessons learned, aiming at uniting
shared interests and drawing some final overall conclusions.
