The Spanish Agency for International Development Cooperation has created the Azahar Programme, in order to coordinate all public and private bodies, along with the civil society, involved in Spanish development cooperation, in terms of sustainable development, environmental protection and preservation of natural resources in the Mediterranean. Azahar seeks to promote greater coherence and impact, joining resources and assigning them more effectively, in order to ensure greater effectiveness and visibility of the actions.
The Azahar Programme was launched in December 2001. This initiative involves the Ministry of the Environment, Rural and Marine, the Ministry of Finance, the Ministry of Science and Innovation, and the Ministry of Industry, Tourism and Trade, along with the Autonomous Communities of Andalusia, Asturias, Balearic Islands, Canary Islands, Castille-La Mancha, Catalonia, Madrid, Murcia, Navarre and Valence, the Funds Confederation for Cooperation and Solidarity and the Biodiversity Foundation.
The Azahar Programme is open for participation by other Autonomous Communities and local authorities, as well as by the general public through NGO’s and academic and research institutions that show interest in, and have developed or tried to develop, significant activities in the Programme areas of action.
Therefore, the programme was designed as a meeting point and a suitable framework for constructive debate among Spanish bodies involved in the Programme, keeping their identity and specific nature, with the objectives of bringing together efforts, promoting the coherence and effectiveness of the actions and creating an image of group.
