
Many of those involved in co-operation participate in the
Azahar Programme, with varying procedures and tools to implement
their strategies in co-operation for development. There is thus
a need for objective criteria which make it possible to
establish clearly whether a given action comes within its scope.
Thus Azahar incorporates actions which must simultaneously take
in the three basic principles of the Programme’s constituent
declaration (Point 1): any of its seven fields of action (Point
2): and the guidelines put down by the Development Aid Committee
in the field of environmental aid (Point 3).
1. The basic principles or criteria to which action implemented
in the framework of the Azahar Programme must respond
simultaneously:
• The development of local populations and the improvement of
their living conditions in the framework of Spanish policy on
international co-operation for development and its aim to fight
all forms of poverty.
• Protection of the environment, and conservation of natural
resources.
• The strengthening of organisations and institutions, enhancing
local planning and management capacities.

2. The Programme includes action in the fields of:
• Soil conservation
• Sustainable water management
• Renewable energies and efficient energy-use
• Sustainable tourism
• Sustainable production
• Environmental cleanup
• Environmental planning and management
3. According to the DAC, an activity is oriented toward
environmental sustainability when designed to improve the
physical and/or biological environment of a recipient country,
region or group, or it includes specific measures to integrate
environmental concerns via a series of development objectives by
creating institutions and/or developing capacities.
Thus the documentation on the activity must explicitly promote
aid to the environment. The activity must also take in specific
measures intended to protect or enhance the physical and/or
biological environment it affects, and to correct existing
environmental damage, or it must contemplate concrete measures
to develop or enhance environment policies, legislation and
administration, or other organisations responsible for
protecting the environment.
Finally, a relation has been established between areas of action
and the DAC codes, to facilitate the statistical processing of
contributions. Thus, for an activity to be incorporated into the
Azahar Programme, it must be unmistakeably and directly
referenced to one of the following sectors:
