Azahar is aimed at three large sub-regions of the Mediterranean: Maghreb, the Middle East and the South East of Europe. Those considered priority countries may be targets for this Programme, along with those of special preference within the Master Plan 2005-2008 and the Annual Plans of the Spanish Co-operation: Morocco, Algeria, Tunisia, Mauritania, Palestinian Territories, Egypt, Jordan, Lebanon, Bosnia and Herzegovina, Montenegro, Serbia, Syria and Albania.
